With reference to my Despatch NO...

252 of the 3rd. instant, in which I reported to Your Lord-

-ship the sad news of the death of Mr. L. A. M. Johnston,

I have the honour to submit the following proposals for

filling the vacant post of Postmaster-General.

There are two local candidates

for the vacancy, Mr. E. Cornewall Lewis, Assistant Post-

-master-General, whose application to Your Lordship dated

the 1st. instant I have the honour to enclose, and Mr. C.

McI. Messer, Head of the Sanitary Department, the record of

whose services, taken from the Hongkong Civil Service List,

I attach. Both Mr. Lewis and Mr. Messer were candidates for

the post of Postmaster-General on the last occasion when

the vacancy occurred owing to the death of Commander W. C.

H. Hastings, and with regard to their respective qualifica-

-tions I would refer Your Lordship to Sir William
